The Iowa Medicaid Enterprise State Medicaid Health Information Technology Plan (SMHP) was created by IME as a deliverable to the Centers for Medicare and Medicaid Services (CMS). The SMHP describes how IME will administer the electronic health record (EHR) incentive payment program authorized under section 4201 of the American Reinvestment and Recovery Act (ARRA) and outlines the Health Information Technology (HIT) initiatives IME believes will encourage the adoption and meaningful use of certified EHR technology. IME's goal is to use the SMHP as a tool to improve the quality of healthcare our members receive through the exchanges of health care information.
IME's SMHP serves as IME's strategic HIT planning document. IME expects that medical advances, HIT advances, federal and state legislation, and provider needs evolve. Therefore, IME will revise the SMHP on an annual basis to show a rolling five-year vision of HIT needs within Iowa. This annual revision cycle aligns the needs of IME's members, provider network, and HIT investments.
