As we implement IowaCare, there are some high-level points to keep in mind:

• IowaCare is a Medicaid expansion program that provides hospital and physician services for people with limited incomes who are not eligible for Medicaid.


• The expansion population will be expected to pay a small monthly premium. Exceptions will be made in hardship cases.


• Coverage is limited to services provided by Broadlawns Medical Center and the University of Iowa Hospitals and Clinics, and the state mental health institutes.


• The state�s indigent care program (known as State Papers) ends July 1, 2005, but services for those with continuing needs (treatment of diseases, for example) will be preserved.
