This grant is a joint proposal by DHS, Department of Corrections and Iowa Workforce Development to provide Medicaid benefits and other transitional and vocational supports to inmates with a serious mental illness after they leave prison.  The goal is to help them manage their mental illness so that they will remain employed, and thereby avoid lifetime dependence upon cash assistance programs such as SSI.
